Senior Leadership Team

As CEO, I am responsible for providing strategic leadership and helping to set the direction of the charity.

I work closely with the Trustees and Senior Management Team to deliver our objectives and ensure our service remains effective and relevant to clients’ needs. I have worked for Citizens Advice services in Liverpool for more than 40 years. Starting as a volunteer with Netherley Citizens Advice while at college, I was motivated both by the drive and passion of the team, and the depth and impact of services provided.

After a happy year as a general advice volunteer, I specialised in Money Advice and joined the Debt team and Liverpool County Courts. I was then appointed Deputy Manager for Kensington Citizens Advice, before becoming Chief Officer of Citizens Advice Liverpool. I took up the role of Chief Executive in 2016.

Heather Jessop

I have worked with Citizens Advice Liverpool for twenty years, starting as a volunteer in 2001. My first paid role was as a Welfare Benefits Caseworker, but I’ve worked across nearly every role within the organisation, including Energy Advisor, Debt Advisor, Advice Session Supervisor, Service Delivery Manager, and now as Operational Development Lead.

My responsibilities include overseeing the core advice unit, covering everything from housing to benefits advice. I lead on ensuring the high quality of our advice and the safeguarding of our clients. Additonally, I head up our Research and Campaigns group, fighting for change on behalf of the people of Liverpool and beyond.

The main reason why I love my job and the service is that we help people every day with a wide range of issues that affect our communities.

Mick Blakeley

Head of Operational Development

My role is varied, but consistently centred on fundraising, project development and delivery, building strong relationships with funders and contribute to shaping our wider strategic direction.

I’ve been with Citizens Advice Liverpool since 2015, starting in frontline advice before moving into engagement and then project management. Since then, I’ve managed a wide range of funded projects, supporting people across multiple advice areas, and I’ve developed a particular interest in equity, diversity and inclusion.

Alongside my role, I’m passionate about volunteering and have supported a number of causes, including domestic abuse services, LGBTQ+ mental health support and child mentoring.

Leanne Campbell-Syers

I have worked within the Merseyside voluntary sector for more than 25 years. Before joining Citizens Advice in 2000, I worked for women’s health groups and domestic abuse services. I have a clear commitment to reducing health inequalities, through the development and delivery of practical and life-enhancing services, for people furthest away from these services.

For two decades, I have focused on developing Citizens Advice Liverpool’s pioneering Social Prescribing model, which provides access to practical advice and community-based wellbeing activities to patients who are assessed by their GP team as vulnerable to mental distress.

Debbie Nolan

I chose to work for Citizens Advice Liverpool as, in 2008, while working in financial services, the credit crunch was starting to hit my customers and I started to refer them to the local Citizens Advice for debt help. This sparked my interest into the work of Citizens Advice, and I was fortunate enough to find a role in debt advice several months’ later. I enjoy seeing how the projects I manage really help people in their daily lives.

I work closely with managers and teams across the organisation, providing both day-to-day HR support and helping to drive our longer-term people priorities. This includes supporting organisational development and change, strengthening our approach to learning and development, and helping us build consistent, fair and effective people practices across Citizens Advice Liverpool.

I arrived in Liverpool in the early 1990s, after working in legal practices in the Midlands, having gained a Master’s Degree in Criminology from Keele University. 
 
I volunteered at the Citizens Advice office in Speke before joining the Toxteth office as deputy manager. I worked at the Toxteth office for five years before joining National Citizens Advice, as a development officer, where I quickly became involved in the early development of IT systems. 
 
Over the next twenty years, I would become involved in the development of case management and information systems that are largely in use today. After taking voluntary redundancy from National Citizens Advice, I worked for a short while as an IT consultant before retiring and joining the Citizens Advice Liverpool Board of Trustees. 
 
I do some voluntary work in a local park on the Wirral, and enjoy the Lake District and walking.

Steve Anton

Emma is the Managing Partner of MSB Solicitors, one of the leading law firms in the North West, and a specialist Family Lawyer. Living in Liverpool her whole life, Emma trained as a lawyer and has dedicated her career to developing an award-winning Family department recognised for its exceptional practice. 
 
Throughout Emma’s career she has dedicated her time, and provided the community with her expertise, through volunteering with Citizens Advice in her early career – running Pro Bono surgeries in the city and previously sitting on the Board of the former North Liverpool Citizens Advice office. Emma is committed to encouraging community-wide access to legal advice and services, making her work with Citizens Advice Liverpool a priority. 
 
Alongside Emma’s position as a Citizens Advice Liverpool Trustee, she also sits as a Trustee for the Anthony Walker Foundation and Blackburne House (a women’s education and empowerment organisation), and she is also a Patron of Mandela8.

Emma Carey

Kim was the Chief Executive at Parkhaven Trust from 2013 – 2025 where she was responsible for the development and delivery of the strategic direction and business plan.

She is currently working part time as the Capital Developments Manager with Parkhaven and is responsible for delivering a new building and transferring an existing service into this later this year.

Parkhaven is a leading care charity based in the Borough of Sefton and provides a range of services for older people and people with dementia, from at home to end of life care. For more information on Parkhaven see www.parkhaven.org.uk

Kim’s previous experience includes over 30 years working in HR and Organisational Development in several NHS organisations. She Chairs the HR Committee at CAL and is a member of the Remuneration Committee.

Kim lives in Aigburth and her interests include travel, eating good food, and attending live music events.

I have worked in both the public and private sectors, and was North West Regional Secretary of UNISON, the public sector trade union, for ten years, before taking early retirement in 2012. I was also a Liverpool City Councillor from 2014-2018. I am a lifelong trade unionist and have worked on social cohesion issues, antiracism and routes out of poverty for vulnerable groups in society, for many years. 
 
My involvement with Citizens Advice Liverpool, within the Third Sector, seems a perfect fit for me – and I have thoroughly enjoyed working for the past four years as chairperson, with our Trustees, staff and volunteers, in our ambition to make Liverpool a fairer and more inclusive city. As an Everton season ticket holder I know all about disappointment but hope springs eternal – and I stay hopeful for Citizens Advice Liverpool, my family and my city.

Frank Hont

I joined the Citizens Advice office in Wavertree, as a volunteer adviser, in 2004. I immediately realised the importance of free advice to people’s lives and I have never really left! I went on to work at other Citizens Advice offices, and for national Citizens Advice, for more than 10 years. After becoming a Law Lecturer at the School of Law and Social Justice, University of Liverpool, I continued as Trustee of Citizens Advice Liverpool. At the university, I lead an ‘access to justice’ module and place students as volunteers. Access to free legal advice is central to my research, for example, a research project funded by the Equality and Human Rights Commission, investigating the impact of legal aid cuts on access to justice and people’s lives. Working as a Trustee at Citizens Advice Liverpool is a great opportunity to help people deal with issues they face in their everyday lives and to strengthen our communities.

James Organ

After obtaining a fellowship in Medical Microbiology, I worked for several years in Hospital diagnostics and Public Health. I moved to Liverpool in 1992 and after obtaining my MBA I took up a position as a Senior Lecturer in Health & Social Care Management with John Moores University.
 
My present activities as a freelance consultant include coaching for leadership development, Quality Assurance and Patient Mentor with Health Education England, Liverpool University, Leadership Academy and Royal College of Obstetrics and Gynecology.
 
An active member in the local community, I volunteer for Liverpool CCG contributing to the development and planning of services, am a member of the community engagement group with Merseyside Police and support young people for preparing university entrance statements and interview skills at local schools. I have led several projects as the chair of voluntary organization ANKUR, where we aim to foster harmony and diversity in the community through cultural activities.
 
I hope to use my skills to benefit CAL as an organization and the people of Liverpool.

Jyoti Vithlani

I spent most of my working life in IT, mainly in large corporates in project management and new technology. I then moved into a small IT support business for the last few years before retirement, supporting a number of small charities.
 
Looking for somewhere that I could carry on using my skills after retirement, I saw Citizens Advice as a charity that was important to the city and joined the former Liverpool Citizens Advice Partnership, as a Trustee, in 2014. Following the decision to merge Liverpool’s Citizens Advice offices, I became a trustee of the newly formed Citizens Advice Liverpool. 
Having worked with Citizens Advice Liverpool from the start, I have enjoyed seeing how it has grown into such a united and effective body.
