The delivery of Crisis and Resilience Fund in Liverpool has been co-designed by Liverpool City Council and partners from the Community and Voluntary Sector. The model directly supports delivery of the Liverpool Anti Poverty Framework, combining immediate help with longer term solutions. Fuel support is an integral part of this approach. This model ensures that residents experiencing sudden or severe financial pressures can access timely support, whilst also being connected to advice, income maximisation and wider services that help stabilise household finances over time.
During the introductory period, referrals for Fuel Support will also be accepted with the same eligbility as Household Support Fund 7 (listed below). However, referral partners are asked to take note of the aims of Crisis and Resilience Fund in preparation for the full implementation. Crisis and Resilience Fund is to focus on early, targeted intervention to help residents navigate acute financial pressures and prevent escalation.
Further details will be added here following the wider launch of Crisis and Resilience Fund in Liverpool. Payments of £250 will be made direct to utility suppliers, including clients with a prepayment meter.
Eligibility – Route 1 (CRF)
If you are supporting a resident who has experienced acute, unexpected financial pressure, please submit a referal using the link below. Within the referral, please include a description of the pressure faced by the resident, the reasons for the unexpected financial pressure, and a description of the support requested. Any additional documentation to support the application may be uploaded through the referral form.

Eligibility – Route 2 (Introductory period)
CRF fuel support is also available to households in the Liverpool local authority area, whereby the referred client meets at least one of the following criteria:
If a referrer is using the discretional “low income” criteria, they are confirming the client’s household is in financial difficulty and does not have other sources of support available to cover their household utility bills.
You must also provide the information listed in the “information we need from you” section of this webpage.
Information we need from you:
Client’s full name, address, date of birth and one or more contact methods.
A scanned copy (ideally as a PDF file) of the client’s most recent utility bill, or in the case of clients with a prepayment meter, a letter from their supplier showing their customer account reference number.
If documentation genuinely cannot be provided (for example, if the client is in hospital, or unable to take a photocopy to a postbox) please state in the referral the reason why documentation cannot be provided, and confirm that you have double checked the customer account number with the client.
